Senior Vice President, People and Culture
Ms. Costa is Senior Vice President of People and Culture at Brightstar Lottery, where she leads the global People and Culture function. Her responsibilities include strategic oversight of People Partnering and Centers of Excellence in Total Rewards, Global People Services & Digital Services, Talent Management & Inclusion, and Global Workplace Services.
With more than 26 years of Human Resources experience, 22 of them in the lottery and gaming industry, Dorothy has a proven track record of driving organizational transformation and talent strategies. Before joining Brightstar, she held senior leadership roles at IGT, including SVP of HR and VP of Global Gaming, as well as Senior Director of HR for Products & Services, supporting product marketing and technology solutions across lottery, gaming, interactive, and betting. Over her 25-year tenure at IGT/GTECH, she advanced through multiple HR roles of increasing responsibility, partnering with diverse business groups and corporate functions. Her expertise spans staffing, compensation, employee relations, talent development, succession planning, and executive coaching. Earlier in her career, she served in HR roles at Citizens Financial Group.
Dorothy holds a Bachelor of Science in Business Management from Rhode Island College and an MBA in Organizational Leadership from Johnson & Wales University. She also completed the Advanced Human Resource Executive Program at the University of Michigan’s Ross School of Executive Education.
